Millis opens fall town meeting warrant, outlines once-in-a-generation sewer capacity deal with Franklin. Town Administrator Mike told the Select Board that Millis negotiated Franklin down from $15.07 to $10.50 per gallon for 150,000 gallons of daily sewer capacity, a roughly $1.5 million purchase he called "a once in a generational chance," headed to a two-thirds borrowing vote at the November 9 town meeting. The board also certified $1.6 million in free cash, ratified appointments of Allison Rockwood and public health nurse Linda Phelan, and formally ratified Christopher Maxent as the town's first police lieutenant.
Separately, board members detailed how "painfully prescriptive" state law makes changing the charter, requiring roughly 1,200 voter signatures and a nine-member elected commission that could take until 2029 to finish. Resident Doug Riley pushed back on the board's timeline estimate, citing Massachusetts General Laws Chapter 43B. The board also opened, then continued, a land-disturbance hearing on a proposed St.
Thomas Church parish center after a neighbor requested better communication.
